The Administrative Appraisal Review Training Courses

The Administrative Appraisal Review Training Program for Lending Institutions consists of four one-day courses. Many in your institution will take only one or two of these courses.  It all depends on their responsibilities.  ASFMRA will offer certificates of successful completion to individuals who complete the first course and any combination of the other three courses.  For example, if you take the first and second courses and pass the exams, we will issue a certificate indicating the recipient has successfully completed a training program on the process of conducting administrative appraisals on residential properties.  Each class will also have a separate certificate of completion. 

This training will help you and your lending staff understand how to build and implement a sound administrative appraisal review program and will help demonstrate that to regulatory officials.

Course 1: Preparing for Dodd-Frank: Appraisal Management & Review

Course Length: 8 hours

 This course lays the foundation for understanding the requirements that apply to lending institutions for managing the appraisal process and conducting appraisal reviews.  It will introduce bank managers and staff involved in the review of appraisals to key provisions of the law, basic appraisal concepts, administrative and technical appraisal review concepts and the uniform standards for appraisals. 

Topics covered:

  • Dodd-Frank Wall Street Reform Act requirements for appraisal management
  • The Interagency Appraisal and Evaluation Guidelines issued by OCC, FRB, FDIC, OTS, and NCUA
  • Basic appraisal principles including highest and best use and the three approaches to value
  • The basics of an administrative and technical appraisal review
  • An overview of the Uniform Standards Professionals Appraisal Practice (USPAP) 

Course 2: How to Conduct an Administrative Appraisal Review on Residential Properties

Course Length: 8 hours

This eight-hour course is designed to assist the administrative reviewer in determining acceptability of a Fannie Mae Form 1004, Uniform Residential Appraisal Report (URAR) for bank lending purposes.  Class participants will receive hands on training in the review and understanding of the appraisal form.  The instructor will guide the participants through the form report giving special emphasis on inconsistencies within related sections of the form report that could lead to errors in the value opinion.  Methods and techniques to use in obtaining an acceptable appraisal report including conversing with the appraiser will be covered.  The Uniform Appraisal Dataset (UAD) definition system will be introduced and a detailed explanation of how it applies to the appraisal report will be covered.  The class will conclude with class participants completing an administrative review of an actual appraisal of a single family residence. 

Course 3: How to Conduct an Administrative Appraisal Review on Commercial Properties

Course Length: 8 hours

This eight-hour course is designed to assist the administrative reviewer in determining acceptability of commercial properties appraisals for bank lending purposes.  Class participants will receive hands-on-training in the review and understanding of both narrative and form appraisal reports.  The instructor will guide the participants through the reports giving special emphasis on inconsistencies within related sections of the report that could lead to errors in the value opinion.  Methods and techniques to use in obtaining an acceptable appraisal report including conversing with the appraiser will be covered.  The class will conclude with class participants completing an administrative review of an actual commercial property appraisal. 

Course 4: How to Conduct an Administrative Appraisal Review on Agricultural Properties

Course Length: 8 hours

This eight-hour course is designed to assist the administrative reviewer in determining acceptability of agricultural properties appraisals for bank lending purposes.  Class participants will receive hands-on-training in the review and understanding of a narrative agricultural property appraisal report.  The instructor will guide the participants through the report giving special emphasis on inconsistencies within related sections of the report that could lead to errors in the value opinion.  Methods and techniques to use in obtaining an acceptable appraisal report including conversing with the appraiser will be covered.  The class will conclude with class participants completing an administrative review of an actual agricultural property appraisal.
